The U.S. Department of Education is working to draft regulations that will reshape the higher education sector by implementing changes from the recently passed reconciliation law (a.k.a. the One Big Beautiful Bill). In the coming months, the Department will release its proposed regulations for public comment.

On December 2, 2025 from 1-2 PM ET, the PEER Center held a virtual event with researchers and other interested parties to share details about the process and tips for providing effective public comments. A panel of PEER’s experts — who have both engaged in the policy process from the outside, and helped to write regulations themselves from within the U.S. Department of Education and the White House — shared their insights about what’s effective and what’s not.
